Project overview

Howe Avenue between Fair Oaks Blvd and the Power Inn light rail station south of Folsom Blvd is a critical corridor serving Sacramento State, students, businesses and residents. However, it is one of the top 10 corridors in Sacramento with the highest number of transportation related severe injuries and fatalities.

Having a Council adopted plan ensures the City is eligible for competitive grant funding for any next phases such as Preliminary Engineering Design, Environmental Clearance, Final Design and Construction.

The City of Sacramento was awarded a competitive planning grant to develop a data driven, community supported plan for a future Howe Avenue that will improve safety and mobility on the corridor.

The Public draft Plan is ready to review!

The Public Comment period to provide feedback on the Public Draft Plan is open October 21 through November 10, 2025.

Project schedule

Summer – Fall 2024: Existing conditions analysis

Fall-Winter 2024: Community engagement phase 1, interactive webmap, in-person and virtual workshops, and community pop-ins

Spring – Summer 2025: Alternatives analysis

Summer 2025: Community engagement phase 2, including Alternatives review platform, community survey, virtual and in-person workshops, and community pop-ins

Fall 2025: Draft plan development and community engagement phase 3

Winter 2025/26: Final Plan
